As near as I can figure, the deal to avoid a shut down is pretty much the deal Trump rejected back in December. I'm of two minds about this--first, the Democrats didn't get enough (specifically, a good deal on DACA) to make this a real win for them, but if they vote against it, they are likely to take a pretty big political hit. By approving it, they win politically, but not in terms of achieving policy goals. Either Trump signs it, and looks bad for shutting down the government for no reason, or he doesn't sign it and really does have to take responsibility for the shut down, appealing only to his base.
