Election is in 22 months (and for most of the Senate GOP conference 2-4 years longer away than that). GOP took a lot of heat for the Cruz led shutdown in October 2013 and won a landslide in November 2014.
I think the prevailing opinion within the conference is having gone this far a short term hit is worth trying to get something out of the shutdown. The combination of there being no plan to achieve a positive compromise to resolve the shutdown & the likelihood that images are going to get much worse soon will probably force their hand even if Trump stays stubborn, but they're not there yet.

We have had to curtail certain activities, that while very important and valuable to the success of our organization, must cease until the shutdown ends. That's a good optic. Heck its a bonus! No, its like a tax cut! Like Geico they are getting MORE. (psst. Maybe in the aftermath a regional carrier based in New York with some planes from the old Eastern fleet, and a few from the scraps of the 2018 industry can rise up. Who might take that opportunity?
