Yes, but the people under them are largely not. If you want to purge those people, shutting down the govt for a long period and then refusing to pay them would be a good way to go about it. They can then replace a portion of the people who quit with toadies and declare a financial savings. You can do that if you don't care if things run well. I think we would do well to remember that Trump has been following the Turkey playbook. Erdogan changed Turkey in just a decade. Trump won't survive this whole thing, but the GOP could and there could be a likeminded GOPer coming behind him. He can't jail people like they did in Turkey, but he could get people to quit by not paying them. Watch the see if not paying anyone gets floated in the next week or two.
Defunding the govt is one way to cut out regulations and controls. This is also a possible way of doing it while consolidating power. If you remember the Bush admin, there were complaints that career jobs were being filled politically. I suspect that's happening now and it's lost in this whole mess of distractions. You could do it on a large scale if you can get a ton of people to quit.

I'm guessing you've never worked for the government. If you're not an appointee you're just a bureaucrat who falls in line. The shit rolls down hill. Defunding the govt won't cut out any regulation or controls without congressional approval. Forcing a lot of these people to quit can't easily be replaced. You can't just pick up tens of thousands engineers, mathematicians, accountants, and rocket scientists at the drop of a hat to work for a guy who just purged the government for shit pay. Stalin isn't running this shit show.
