He wants to be able to point to something "objective" for political cover, since the base of the GOP has animus toward the accusers and all media reporting on it. I think it's cowardly since he has no elections in his future, but I can understand where he's coming from. Perhaps one of the other Senators asked him to request the FBI investigation... I don't know.
