Police are called all the time when people refuse to leave private businesses after being asked to... bars and restaurants are probably the most common. Nobody likes being asked to leave, and it probably feels unfair to most people being asked to leave. When people don't comply, police are sometimes called. That said, it's gotta be very rare on the golf course. This is why I'm judgmental of the owners until some other details emerge.
I'm imagining the dialogue went something like
"You are in violation of terms on your scorecard for playing too slow. Please leave the course."
"That's ridiculous. We got through the front 9 in 1:45, and we offered to have the group behind us play through. They declined since they're drinking."
"I'm sorry, but you need to leave, and we'll be forced to call the police if you don't."
"We deserve to play, and we've done nothing wrong. You'll have to call the police for us to leave."
