His phone line was also mysteriously busy at all hours of the day during these times, making him neigh impossible to reach by his constituents.

Absolutely. I've said this here before but his aid said to myself and five other advocates/constituents that "we don't like to decide on things until a week before a vote."

That's code for we don't take a stand and go whichever way is politically more beneficial for us.
