Corker had brought the original bill up. The process he used meant it needed unanmiosu support and anyone could block it from a vote for whatever reason. Cruz, Lee and some other dude from Oklahoma blocked it because of course.

So it was withdrawn and McCain helped get it into the NDAA. Somehow those three were ok with it this way. Probably because they didn't really know it was in there or they think others won't realize it is part of the bill.

Either way-- next step is to get the House to accept the Senate version of the bill. It's a big step but we are closer than ever before.
