Paul Ryan told Charlie Rose that the Rs want to replace Obamacare with the ACA:

We also think that a refundable tax credit is a smarter way to get people the ability to go buy insurance that they like that they can afford. That's better than [Obamacare's] subsidies. A refundable tax credit means you get assistance to regardless of your income tax liability to buy care.

Business cycle theory suggests we are due for a recession of some sorts within the next 3 years. I'm hoping it's in 2018 so it falls (largely unfairly, I admit) a little more squarely on Trump's shoulders, while also affecting the mid-term elections.

well, if only he were making a mistake. His "refundable tax credit" IS different than ACA's income-determined credit; Ryan's is a voucher you presumably can a) supplement with your own dough or 2) turn a portion of into cash if you buy potentially skimpy health coverage. Your voucher will likely never grow year to year, no matter what your buying power does (Price wants buying supports to be set based on age, not income; again, the support will be low at the top, and high at the bottom, and probably will grow more slowly than rates.
