Doesn't appear to me to be a smart business decision by XM considering their business model....with no advertisers withholding revenue, I'm not really sure why they'd do this.

It's a preemptive strike. Suspend them for a month to appease the crowd that wants them gone. I am not saying I agree, especially since they are going to come back and be worst.

Undubitably, a preemptive strike. The FCC needs to approve the XM/Sirius merger and they want to demonstrate that they can police themselves... they don't want the FCC to think it needs to be their nanny.
