Maybe it is one of the dumb baseball unwritten rules or maybe they didn't know what they could do but the Phillies should have reported them to MLB right away when they saw they weren't following the rules.

“If a team has (x) positive tests over (y) period their games for the next (z) period are postponed”. -MLB has an hour long meeting to fill that in. Not hard.

I would expect at least some of them to treat it as a threat to their income and prosperity, and to hold their teammates (contrary to what I said above about opponents) to some sort of standards so they don't all end up with no income. Money, the great motivator
