Yeah maybe MLB didn't give clear guidelines about reporting teams not following rules, but the Phillies should have known better as a team.

Either way this stems from lack of organized decision making at the top of MLB. Shouldn’t be on the individual teams to make this completely foreseeable decision once it happens.
