Quinn, McCutchen, Herrera, Williams, Cozens, Altherr

gotta be a trade in here somewhere; latter two are not logging any time with the big club

As far as I'm concerned, they just replaced Santana in the lineup with a similar model who could conceivably play all three outfield positions. That's a win to me.

Obviously it's irrelevant if they don't sign Machado or Harper, but in a vacuum, I'm good with it.

You've nailed this honestly, if they add Harper or Machado to the lineup, this means they replaced Santana's production and will actually have people comfortable defensively

There’s a club option for a 4th year.

I mean this is fine provided there is more coming. 3rd year could get ugly though. Wouldn’t be the Phillies without having a bordering on washed outfielder on a fairly expensive deal.
