I get how HSAs work in conjunction with an employee healthcare plan but how would they function as a government program?

and he wants to do the let insurance companies work across state lines thing. six states allow that already. no insurance companies do it because it doesnt make sense

has anybody seen anyplace where they calculated the results if all states awarded EV's proportionally? I found one for 2012 but not 2016.
