The only bit in there he flip flopped on was running for re-election to the Senate, which is in the grand scheme of political flip flops a pretty trivial thing, and in doing so he might save the Senate for the party. Really nothing to cringe at there. Also he's infinitely more competent than his opponent.
He's running a campaign with the central theme that whoever wins the White House is a bad choice, and the next US Senator from Florida needs to be a check on them. He has called out Trump repeatedly. His rationale for endorsing Trump is he pledged to support the nominee, and that he disagrees with Trump on many things but with Clinton on everything.
If he was nearly stumping for Trump, you'd think he could've actually stumped with Trump in the dozens of rallies Trump has held in the state over the past few months. Or that he could have said something nice about him at some point along the way. I guess we have different definitions of what stumping for a candidate means.
And I don't know why you would think he'd be able to unendorse without a big penalty. The presidential race is going to be within a point or two in Florida, and we certainly learned in March an awful lot of Florida voters prefer Trump to Rubio. Them being in open warfare would've torpedoed his chances. He's doing what he needs to do to get reelected, bless him. Not much nobility in throwing away a winnable race.
