Healthy Texas Women allocates $18 million a year to help low-income women get gynecological exams, cancer screenings and birth control. It’s been controversial in the past because lawmakers used eligibility guidelines to exclude Planned Parenthood clinics from participating.
Now a new controversy has erupted with the announcement of the first round of grants.
The Heidi Group of Round Rock, which has traditionally focused on steering women away from abortions, received $1.6 million dollars. It was the second-highest award among 31 grantees.
“The Heidi Group, at the time of the award, is an unlicensed medical provider,” said State Representative Jessica Farrar, a Houston Democrat. “Moreover, the organization is led by a very vocal, and very active, anti-abortion advocate.”
Earlier this month, Everett testified at a hearing at the Austin, Texas statehouse on a proposed requirement that women either bury or cremate the remains of an aborted fetus. According to The Austin Chronicle, Everett testified about her concerns of an impending public health disaster if fetuses were flushed down toilets. She argued that the general public could be afflicted with STDs or even HIV due to fetuses flooding the sewer systems.
“What if one day something horrible escaped into the sewer system?” she said, as the audience snickered.
Everett’s claims are scientifically impossible.
While the group’s website advertises “Helping Texas Women,” further examination reveals their claims to have “programs” lists merely a phone number, the page that offers to help women with pregnancy/infant loss says “Page Coming Soon” and if a woman needs a pregnancy test they have a list of links to crisis pregnancy centers, that counsel women against abortion.
In an interview with the Texas Observer, Everett admitted that she’ll be forking over a lot of the money to crisis pregnancy centers, which an investigation showed lie to women about the realities of their reproductive health. She assures the Observer that the taxpayer funds will not go to administrative costs at The Heidi Group or the organization’s rent, but it will go to nurses and doctors in rural Texas that urge women against abortions.
Some 20 clinics have closed since the now-unconstitutional law went into effect, and the number of abortions reported in Texas dropped 14 percent to 54,902. Shuttered abortion clinics would have to reapply for permits and find new staff to reopen their doors and abortion providers said they have yet to hear of any willing to reopen.
The Informed Consent Project, based out of Rutgers University's Department of Political Science, evaluated informed consent packets from 23 states for medical accuracy. It found 30 percent of statements in Texas' proposed revision were inaccurate, with 45 percent of statements about the first trimester faulty. Some medically accurate statements from the original document were deleted and inaccurate statements were added, the research found.
"When you're requiring doctors to hand women a brochure that 45 percent of the statements that apply to the women are inaccurate, that brochure is clearly not informing her choice. It's misleading her," said Trisha Trigilio, Houston-based staff lawyer for the ACLU of Texas who declined to say whether the organization planned to litigate.
