Reading, they're saying they had this unique circumstance since they are a "zero discharge" plant, and had to store and re-process all the water that didn't clean up the first time around. Seems to all add up. Does it make sense to you??
from reading that it does. all my experience is in wells, not surface water, so the treatments are a bit different. turbidity was never a big factor for us like it is at places that use surface waters. heavy rains are hell on any system so it seems like they just caught a bad break. if you forget about the boil advisory and use some water i wouldn't be concerned though.
