This is not true at all, ive seen you state this multilpe times and i have no clue how you reach this conclusion. I've processed over 800,000 so far this year in fraud overpayments and these are just the cases I come across, without a thorough review and if I was allowed to review all the files in my office I'm sure I could triple tht amount easily.
These clients are committing fraud all the time and its right under your nose. Most live with the father of the children or receive income that goes unreported, thusly receiving benefits they aren't entitled to. And the biggest cost is Childcare, it accounts for over 60% of the budget. That's where the money is. A client receives a ton more in Childcare services than any TANF or FS allotment.
