Let's be clear about something: Obama has proposed spending cuts. What he HASN'T done is to propose cuts to the programs Republicans want cut (and which arguably shouldn't be cut, at least not now because doing so could cause another recession) but which Republicans are too chicken shit to specify for fear of the political fallout. The House Republicans want Obama to do their dirty work for them and absorb the political fallout because all they care about is servicing their rich masters and keeping their jobs.

That's inflation-adjusted "defense" spending. I'd love to know why we're paying $150 billion more per year now than we were at the height of the Cold War. And Romney wanted to raise it even higher.

One reason I hope Obama doesn't pussy out of nominating Chuck Hagel is that he might actually cut that shit. It probably takes either a robot or someone who's shed serious blood for the country, as Hagel did, to reduce that obscene bloat.
