True enough. Actually passing something by then seems less than a foregone conclusion. If they fail, even Senate Republicans will view them as a bad joke. Remember, this whole Senate bill started when the House failed to vote on Plan B and Boehner adjourned the House, suggesting that the Senate and President Obama develop a bill. So, now, due to the HOuse's initial failure, we have a Senate bill (actually they already had a Senate bill which they refused to vote on before the whole Plan B nonsense) at the 12th hour and the House is righteously fiddling around. No, you can't amend the Senate bill. The PResident and Dems aren't going to accept spending cuts in advance of an overall spending agreement that covers sequestration and the debt ceiling. Even the Dems aren't that strategically challenged.

Too true. The impact on the markets is that some gamblers (banks, hedge funds, crazy people) who bet the wrong way, either with a lot of leverage or with derivatives will get their butts kicked. What this is likely all really about is Cantor pushing the Dems to come up with enough votes that any House Republican with a less than 99% chance of being re-elected in 2014 is able to vote 'no' and still have the bill pass.

Bc they are the ones who refused to give in on any tax increases when The president was proposing actual realistic plans to both cut spending and raise revenue.
