PA also doesn't sell 6-packs at beer distributors even though they sell cases and kegs, and they won't let anyone under 21 even come into a wine and spirits place

There's some backwards laws out here, but at least i can buy beer in a grocery store.

Bartenders can't mix drinks in front of patrons in family restaurants and sports bars, though; they have to do it in a back room. theory being the kids may be tempted to drink if they hear the shaking and mixing going on. :q
