being a dude who has worked at both the Oregon Avenue and Horsham hubs, this doesn't really make sense to me. but my assumption is that Horsham is a much larger hub than the Oregon Ave. joint and so everything in the Philly area goes through there before it goes through the more local hub. Maybe that means Bucky's package went to West Chester before it went to Horsham for some reason, for a similar reason that a package from a certain area might be designated to go through the WC hub before going somewhere that might be more local.

I don't know what it is, but I've been so hungry lately. Last night, I had two double hamburgers from Five Guys, and today I had 100 grams of protein for lunch in the form of three pulled pork sandwiches. Might be a good day to go for a jog.
