I have some sympathy, but college students are adults, and if they are uncertain, they should ask for clarification. Also, you could discuss your idea or a rough draft during office hours. Just don't go in saying something like "I have no idea what to write on". Because that's really annoying.

You may use the figures provided in the text or make up your own. Either way you should support why you have provided the figures you have and forecast how you anticipate them changing given your business plan.
There is no specific length required for this project, only that you provide the information you feel adequately addresses your business plan with supporting data, while being considerate of a busy Board’s limited time and attention.
