Is that in Lawnside by the UPS hub (between a few off ramps)?
I guess there are exceptions to every rule.
Now that you mention it, there is one other one that I can think of. If you are getting on 295 South from Rt 70 you automatically start speeding up to catch up with the flow of traffic but right in front of you people are laying on their breaks to exit 295 onto 70 which causes a big cluster $#@!.
I was more talking about the people that immediately start slowing down as they are going up the on-ramp despite there usually being a 1/4 to 1/2 mile temporary lane to speed up in.
