Yeah, the parts of speech don't really get you any closer to understanding the difference.

But effect, in all its forms, means to make something happen, while affect means simply to influence. They come from different, though related, Latin roots, affectare meaning to strive after, while efficere means to perform. That's probably a little hard to keep straight, but the prefixes are easier. The e or ex at the beginning of effect means out of, meaning from this effect something takes place. The a or ad at the beginning of affect, means toward: the action is directed toward something with the consequences only possible.

Thus you can effect a cease fire, if in fact you have the authority to sign it into law. On the other hand, you can affect a cease fire by lobbing mortars into your neighbor's back yard. It might not end the state of affairs, but it can certainly influence them.

Strangely I had this very conversation with a friend of mine tonight who is high school English teacher. He said he has to look it up too. We also both have just used a different word if we couldn't figure it out.
