MLB.com article says Phillies have agreed with their top 14 picks but there really is nothing on Irvin and Andrew Brown. A bunch of beat writers used that line too. Don't know if that was a screw up by Phillies PR.

The daft was 2 calendar weeks ago, and the team has sign a significant number of players. It is obviously a priority to get 1-3 inked <done> The close out as much of the draft as feasible as quickly as possible. If the team lock up its top 14 in 14 days, that seems reasonably impressive. That there are 2 picks without a public status, that is not the end of the world. I do wonder how the Phillies signings are compared to other teams as there is a little 'sky is falling' or 'the team is not going to get it done' feeling. Relax people.

Agree that they have done a really good job. I do think they'll get Irvin, Brown and Kyle Young done though they may have to go into the taxable overage to do it. I like Almaraz's draft tendenices and think they did a reasonably good job with a tough situation this year. Looks like we'll be in the Top 5 next year as well.

At this point Ed has 7 unsigned/leaning to playing college ball. Picks 36 - 40 are in that flyers/risk expected category, so there is not really any fault there. 23 & 30 are also in that forgivable zone. Are any of these players some one that the team might go to the well for as a surprise? Maybe differently, if you could get just one of these done, which would it be?

Round 23 (#0677 overall) = Camden Duzenack, SS, Dallas Baptist
Round 30 (#0887 overall) = Logan Davidson, SS/RHP, Providence HS (NC) -- commitment to Clemson
Round 36 (#1067 overall) = Mac Sceroler, RHP, Southeastern Louisiana

He is one of the 9 'no known status' guys, with Brown, Irving, Young in that bin as well. But as the reports are that there are deals in play with the top 14, he is #15, so I take that as a sign that the team is moving on.

Trevor Hillhouse would be the guy I'd love of the fliers. I like Irvin a lot, pretty sure he's signed but they jumped the gun on the announcement.

So the total up becomes important to see if any flyer picks can get done. I looked it up to refresh the pool and penalty stuff. So as a refresher for anyone like me who cannot remember, here is the deal:

    - All bonus money directed toward a player selected in the Top 10 rounds of the draft counts against a team’s bonus pool
    - Any bonus money that exceeds $100K to players selected in rounds 11 through 40 counts against the bonus pool
    - Penalties for exceeding by 0 to 5 percent: 75 percent tax on the overage.
    - Penalties for exceeding by 5 to 10 percent: 75 percent tax on the overage plus the loss of a first-round pick in the following year’s draft.
    - Penalties for exceeding by 10 to 15 percent: 100 percent tax on the overage plus the loss of a first- and second-round pick in the following year’s draft.
    - Penalties for exceeding by more than 15 percent: 100 percent tax on the overage plus the lost of a first-round pick in the following two drafts.

I am not sure it matters, but there it is.

already signed 17 and maybe really 19 of the top 20? including 6 or 7 guys bypassing college committments? with a week remaining in june? and the one likely non-sign a guy who sustained a last minute career-threatening injury that they understandably didn't learn about under too late? this is way, way ahead of any phillies draft-and-sign period i can recall since i've been following the process.

The Phillies might spend the 0-5 percent overage but nobody has ever gone above that and forfeited a pick. Even then you are paying $1.75 for a dollar's worth of talent (theoretically) but since the Phillies don't spend anywhere else this season (no high profile Cubans, staying in International Allocation pool limit, etc.) they might spend the extra 670k plus 500K of tax in the overage. My preference is Trey Morris.

Honestly I think after like Round 25 its just random names called out that they were willing to use a pick on and might take the 100k if it was offered. The late high school guys like Morris and Hillhouse and Davidson were just insurance picks in case things fell through with Stephen or Gowdy or Stobbe. Plus, they've already signed 3 UDFAs at least one of which (Chandler Hall) probably should have been drafted in the Top 20 rounds somewhere. If they sign Irvin, Brown and Young then I'm beyond satisfied.
