It's a combination of four numbers in a specific order. Think of how many of these you can make with 14 different numbers, and imagine how long a list of a team's potential combinations are:
1-2-3-4
1-3-2-4
1-2-4-3
No numbers repeat in a combination. They use 14 different numbers for the 14 different teams, but it's a way of making the process completely random. And as I said above, it's a way of using a normal sized machine instead of trying to shove 30,000 team logo balls into one machine.
Also, only one team is assigned each combo. So there's a team that has 1-2-3-4 IN THAT ORDER, but no other team has it.

It's the chances/1000 on that chart in the first page of this thread (Bucks have 250 combos, we have 199 etc)
