Is Carmona-Hernandez' spot really that solid that either of those guys wouldn't be competing for that spot?

I know it would be a high second rounder, but not even a second round pick?
Seems like he could legit improve the rotation, and if all goes to hell, couldn't we then flip him, perhaps for a prospect or two that'd be worth more (and available sooner) than a 2nd round pick this year?
