I believe that is the answer for emergency services. With so many municipalities in a commonwealth (i.e. home rule) we have a ridiculous duplication of resources. We need to move that to the school district model.

I think this mindset of "he is going to be re-elected" is partially due to the PTSD we are still experiencing from Election Night 2016.

If you look at the polls, the eventual Dem nominee stands a good chance of beating Trump.

Question I should know the answer to, but maybe it's more complicated than I think. What happens to delegates awarded if the candidate drops out? Are they bound on first vote but free to move? Free to vote for whomever on the first round?

I ask as Warren is obviously in Bernie's lane and a large majority of her voters become Bernie voters if she drops out. But if there's less incentive (i.e. if her delegates can easily go to Bernie) then she may stay in a bit longer.

Taking out Emergency Services for a minute and focusing on the schools I've always viewed the PA school district model is a broken model full of duplication.

Lancaster County is a good example as there is a school board, super superintendent, transportation services, etc. for each of its 16 districts. There were some shared services that I never understood as a student across Lancaster and Lennon, but other then that it seems like a lot of waste.

Flip that to where I live now and there are 17 High Schools in the country. It is unwieldy when there is weather because the edge at the west brushes the Appalachian Mountains where winter is very different then the East which is moderated by a big, wide bend in the Potomac. The problem shows up with snow and ice closures of the schools based on regional weather as we are dealing with 500 square miles. That seems solvable to split East and West.

Now overlay that on Emergency services and we have a county wide response. some towns have a town police force or volunteer fire house, but it is a unified response with a large capability from vehicle services to training to communications, etc. There are regional service areas assuring local needs have focus, but it is all part of the larger scheme. This seems to work very well.

So I am curious about PA school district model being more efficient then a county or regional emergency service team. Is it just better then what you have today?
