huh, my take on it is that when the dude got inside he found a 2nd female, this one of the deceased variety, which is the reason why female #1 (of the live variety) refused to leave.

But maybe it was dirty harry: constable at work

I assumed there was just one female (dead) who was evicted because she wasn't paying rent because she was dead and wouldn't leave because she was dead.

that's possible too I guess. I took 'refusing' as an active verb, but he could've just said "she won't come to the door" and the dispatcher wrote it up as 'refusing to leave'.
