Stunt yes, but also set up to spew misinformation to people who have little to no idea how the Government works, or what the rules are. The "I'm a congressman, why was I kept out of a congress thing" is a powerful message to the unknowing. It continues the whole secret society, rogue state narrative. Because of half truths (went/got kicked out/ruled ineligible)buttressed with lies and ommissions there is intoxication for the unknowing populous.

MSM is dancing around Trump's motivation for this, the most awful thing he has done in his wretched life.

Possible motivations:

1) Distract from impeachment
2) Butter up Erdogan to keep Istanbul hotels profitable
3) Putin told him to do it

#3 is my bet, #2 is just the cherry on top

Also can't discount they knew Turkey could overstep and tough guy can step in and "stop" them. That will play well with the base for reelection.
