Once I got close enough to see it, I turned my blinker on and and inched forward as the cars infront of me merged, then when I was the front car and about two car lengths from the front of the cone, I was looking to merge. There was a woman in a minivan that was inches from the car in front of her, I saw her window was down so I rolled mine down and asked "would you please let me in, this lane is closed" she snapped back "that's not how this works! you need to drive to the cones and then merge" so I drove the now 1.5 car lengths up and then she let me merge in front of her. Weird hill to die on lady.
