I wonder if rosenstein played a part in getting him to “apply” for the position with his “unsolicited” memo - that would put him in trumps good graces for when a permanent AG replacement was necessary . Rosenstein knew that sessions was on the way out and that trump would install a crony as acting AG. It might be a bit of a long game play by rosenstein but I think that he really sees Muellers investigation as crucial to the future of the country

However it is immaterial, because in legalese collusion is conspiracy, which is a crime.
