the difference is he's never been popular. there's not one instance where Trump has been popular. he lucked into the presidency and hasn't been liked since. he cannot claim enough legitimacy to ever merit a majority of the US backing him as their leader. clinton in his first term is the only one closest, and it made him a very weak president who was fairly rightwing as a result.
this is fairly unprecedented and there appears to be no way out of it for him.
