Would they have to overturn it? Couldn't they just create some super strict restriction that would all but outlaw it?
We're pretty much there now. States pretty much can all but make it impossible to get an abortion. The status quo is good for Republicans--they can keep Roe v. Wade as an issue to get the rubes voting R so the wealthy can get their tax cuts, and affluent people can still pretty easily get abortions no matter where they live. A reversal of Roe v. Wade would have enormous symbolic impact, but not a whole lot of practical impact.
