It's really never straight forward on the turnout question either. Sure, it may encourage som MAGAs in North Dakota or where ever, but it also makes the Republicans look weak, and that might have the opposite effect. And it will most assuredly embolden Democratic voters--we stopped this, and now if we vote we can stop a lot of other bad stuff.
Of course, maybe Heidi Heitcamp will undermine the whole thing by voting Yes after Collins and Flake vote No.
