Once I actually went to the office as a last resort after approaching the neighbors (two separate neighbors), management took care of it both times. The downside of approaching your neighbors, of course, is that if management does come to them, your neighbors are going to know it was you who complained (even if it wasn't) and they will hate you. C'est la vie.
I’d take a look at the pet portion of the lease (even if your girl doesn't have a pet it’s probably still in there), and see what it says. In mine, it specifically states that if the pet is causing a disruption to neighbors, it will have to go, though they give them a suitable amount of time to try to correct the issue, of course.
A lot of times with dogs who have this issue, it's because they simply aren't getting enough exercise. If the neighbors (or a dog walker or whatever) can wear the cur out in the evening time with some exercise, the problem might be corrected.
Otherwise, maybe pull a Kramer/Elaine and get some thinly sliced deli meat and slide under the door, with some added crushed up Benadryl or something.
