The latter. It'll be a crowded primary, but Blackburn is popular and I don't think any of the other congressmen will get in. Black is running for governor. If Corker jumps into the gov race and Black switches over to senate, one of the Breitbart-y types could win. Blackburn is kind of a foot in both worlds type, don't think she'd lose to someone further right.
Unless Peyton actually decides he wants to run. Who knows what that would look like.
