they probably don't want to debate the merits of their bad bill and instead want to make it about being anti-Democratic plans. also, they care about their primaries.

His bend on climbing the ladder is showing as Trump is running out of loyalists, and Zinke is a tool in the box to use to create pressure with Alaska. In the mode of taking orders I suspect Zinke unwittingly did not flinch when word came from the President to act on his behalf. It is a sad scenario to watch play out.

Seems like most want to vote for it to force a conference with the House to keep HCR alive, but do not in any way want this bill in particular to become law (which is a difficult thing a) to explain and b) because the House could just vote on it and send it to the Prez). I do not know how they're going to get 50 people to hold hands and jump when most of them think it would be a disaster to formally pass as is without any additions.
The appeal of it is the individual parts are places where the conference agrees so there aren't dealbreakers that prevent it from getting 50 votes. The problem is it's missing pieces that make it functional policy wise.
