it's just easier to do it that way but i dont imagine it's explicitly 'necessary' in order to do other tax ideas.
their current 'repeal' idea is really just repealing the tax cuts and leaving the other stuff in place to atrophy for two years. pretty sure they can simply ignore that, rename it, add some of the tax cuts they also wanted and cut some other programs; rebranding is the name of the game. i guess that'd hit the 60 vote requirement, but who even knows.
