I would not be totally shocked if there wasnt collusion between trump and Putin on this. Putin has domestic troubles of his own. Of course, if I'm right, it means Putin\Assad have played trump for a sucker, which is entirely plausible as well.
It was a remote air base chosen because Russia didn't have any known assets there. Of course they still have airstrike capability from other bases.
The US also notified Russia via its deescalation channels that the airstrike would be coming so that Russia could avoid the targeted airbase and the flight path of the cruise missiles. It's a necessary step, but the obvious problem is that Russia can then turn around and warn Assad of the incoming strike.
Not everything is a conspiracy, guys.

Donald Trump’s chief strategist Stephen Bannon has called the president’s senior advisor and son-in-law Jared Kushner a “cuck” and a “globalist” during a time of high tension between the two top aides, several Trump administration officials told The Daily Beast.
The fighting between Kushner and Bannon has been “nonstop” in recent weeks, according to sources who spoke on condition of anonymity. It’s been an “open secret” that Bannon and Kushner often clash “face-to-face,” according to senior officials.
One official said Bannon has lately complained about Kushner trying to “shiv him and push him out the door” and likened him to a fifth column in the White House.
“[Steve] recently vented to us about Jared being a ‘globalist’ and a ‘cuck’…He actually said ‘cuck,’ as in “cuckservative,’” the administration official told The Daily Beast.
"Here's the reason ther'es no middle ground," Bannon growled at Kushner. "You're a Democrat."

Two major insurers said this week that they wouldn't sell insurance in Iowa's Obamacare marketplace, both citing concerns about the current uncertainty around the health law's future. This means that 94 of Iowa's 99 counties will have just one insurer selling on Healthcare.gov when open enrollment starts in November.
Wellmark (Iowa's largest health plan) announced Monday that it would no longer sell coverage in the individual market. Aetna followed on Thursday, with a spokesperson telling Bloomberg it would leave the Iowa market "as a result of financial risk and an uncertain outlook for the marketplace."
