I think it really says a lot about the initial GOP plans/ideas that a law that would be more expensive and cover fewer people doesn't seem awful in comparison! Progress!

That said, no way should this pass because it is still objectively awful. I mean, the flat tax credits for those under 75k lmaooooo. 5/1 ratio for old/young premiums. Medicaid expansion dead in 2020. On the bright side I can put more in my tax shelter HSA that I have absolutely no need for! What a garbage bill.

the plan is to not require what is an 'essential health service' in order for a plan to be offered; previously, ACA had 10 essential health benefits.

As of 2020, insurers would not be required to offer the “essential health benefits package” implemented under Obamacare. That means healthy people could buy cheaper, skimpier plans, but the cost of comprehensive plans would likely go up. The requirement that larger employers offer insurance to full-time employees would be axed.


Waiting until 2020 for true freedom seems weird. I want my freedom NOW.

changing how Medicaid is funded and how the income limits increase is just applying what they did to TANF to medicaid. there will be a churn where people phase out of medicaid due to their wages inflating just enough over the income limits that will not increase. they will then tout the lowered rolls as a success and people becoming 'self-sufficient'.

From their own FAQ:

Yeah, it's all only for those in the individual market.

But household credits go up to 150k.

Paul Ryan's counsel confirmed. I assume Trump tweeted about the phases because he didn't want to face any backlash of "not living up to promises" even there are bigger things to worry about than interstate competition.

On the surface, the tax credits for the oldest Americans seem the most generous. People in their 60s, for example, get twice as much help as those in their 20s.

But under the Republican plan, insurers would be allowed to charge the oldest Americans five times as much as the youngest Americans. Their financial help would not scale nearly as much as their premiums would.

instead of paying a fine to the IRS you now would essentially pay a fine to a private insurance company for the privilege of re-entering the insurance market. This would probably make it unlikely that healthy people would re-enter it if they lose coverage for more than 2 months.
