Any shift away from exclusive rights to a draft pick would hurt small market teams disproportionately. It's hard enough trying to lure free agents to your non-destination city, and now a city like Detroit would also have to compete with LA for their own draft picks? That puts huge roadblocks in front of bad teams from middling markets, and would extend the turnaround times for bad teams. That's basically a non-starter, in my mind.
The only proposals I've liked as an upgrade over the status quo is to make the number of ping pong balls a function of something other than just last year's record. Perhaps a function of the first 60 games of the season, plus the previous year. It reduces interference with the playoff race in the last few weeks of the season (by disregarding the last 20 games), and also helps the teams with multiple years of ineptitude. You won't get a Tim Duncan going to an already loaded team.
