Ellis has previously been accused of sexually harassing employees and has faced charges for solicitation before. Now, the Bullitt County Sheriff's Department has released suggestive pictures between him and a woman on parole and hundreds of Facebook messages in which the department alleges the mayor offers money, clothes and other goods in exchange for sex.

Documents reveal a relationship with a parolee started in December 2014 when Ellis was a volunteer at a mock interview for individuals on probation and parole. In a letter Sergeant Dan Patchin wrote "Mayor Ellis began to talk about black people and referred to them as ‘N*****’ he went on to say that the thought that every ‘N*****’ born should be injected with Sickle Cell so that they could not reproduce."
