Legally "B", but "A" is the way it usually flushes out, unless the intersection has an obviously dominant road, in which case the dudes at the flashing red should just turn around and go home.
Twenty-some years ago, I got a ticket for not coming to a complete stop at a flashing yellow. The officer corrected my misunderstanding of the law. Apparently both have to stop but flashing red must yield right-a-way to flashing yellow (red can't go until there is no one at the yellows).
I sure hope you challenged it
