A few reasons:

1) It is a federal law

2) Some companies put fluoride in their water and fluoride can expire

3) The plastic bottle releases some type of chemical after some time. You aren't suppose to reuse plastic bottles for this reason unless you like cancer.

Water can get stale. A lot of times the expiration date has more to do with flavor than health or safety.
