My best friend had an afternoon outdoor wedding in August. In North Carolina. My wife and I were in the wedding party. And it was full-on tuxedos for the groomsmen.

So it could be worse.

Also, my wife just had our daughter via c-section about five weeks earlier and had lost a ton of blood. She nearly passed out during the ceremony.

BTW, we moved my daughter's 2nd birthday party from a nearby park back to our house due to Saturday's forecast (high of 102). Forfeited our reservation fee, but I'd rather lose some money than have people getting sick in the heat.

So I feel for anyone who gets stuck outside in this weather due to someone's idiocy/obstinance. It's one thing to plan an outdoor July wedding... it's another thing entirely to do it w/o a contingency plan available.
