I've gotten them in whole wheat flour as well. Probably because there's more fat in whole wheat flour and pancake mix, compared with white flour.

I doubt it. My mom is a real clean freak, and she got those bugs. She went absolutely nuts--from that moment on, all flour, cereal, pasta, bread, and anything else the might harbor those bugs was upon arrival in the home immediately sealed up in airtight containers and refrigerated. A second refrigerator was acquired for this purpose.
