I did this once in Hillsboro, NJ and when I went in to see the prosecutor. I told him look sir, I was speeding, I admit it, I'm not trying to get out of a ticket, I'll happily pay a fine but this is my first ticket and I was just hoping to avoid points, what can we work out. He agreed to change my ticket to Excessive Noise, which was $175 ticket and no points. I paid and walked.

A long time ago, I remember reading in Philly's city paper a kind of modest proposal type editorial that suggested since the rest of the state hates Philadelphia anyway (I assume it's the same now as it was in the 80s when Philly bashing was a favorite activity of Harriburg based politicians) the city should join New Jersey, which needs more tall buildings. I thought it was a pretty idea at the time.
