Oh lord no. More that he would have looked even worse if he'd recommended masks after Cain had died. Since news of Cain's illness hadn't been generally released, I believe, at least this way it could look like he'd had a change of heart before he'd realized he'd actually personally killed a guy.

The generous part is just that Cain's death caused some good.
