The US is moving forward with President Donald Trump's plan to withdraw nearly 12,000 troops from Germany, a decision that has attracted bipartisan congressional opposition and roiled key allies who see the move as a blow to NATO. Secretary of Defense Mark Esper acknowledged the plan will cost billions to execute when he formally announced the decision on Wednesday from the Pentagon. US defense officials said it will take years to relocate the troops.

However Trump, who directed the move, said he did so because of Berlin's failure to meet the NATO target of spending 2% of GDP on defense, spending only about 1.38%. "One of the only countries that hasn't agreed to pay what they're supposed to pay (on NATO) is Germany. So, I said until they pay, we're removing our soldiers, a number of our soldiers, by about half. Then when we get down to about 25,000, we'll see where we're going," Trump said last month.

But Italy spends only about 1.22% of its GDP on defense spending, while Belgium spends about 0.93% of its GDP on defense, ranking near the bottom among NATO members.

Hoyer walked that back as fake news. He was apparently referring to Rand going to the gym while waiting for his test results before finding out he was positive.

Lots of factory space, and some really beautiful buildings, but its best days were behind it up until a GOP President picked a winner in a state he so desperately wants to win. 'Gonna buy me an election if it kills me.'

This should be an easy job for the SEC to sort out and for the FBI to drop the hammer on the insiders. Start placing your bets.

Now, aside from shady dealing, lets debate the reality of the need for a nation to invest in R&D. R&D is actually something that does trickle down to citizens making the world a better place, providing jobs, etc. The US was great at this through DOD, NASA, FDA, etc., but we shifted to the idea that good ideas will get investment. That is only partially true in my assessment, which is one that has the prospective of having worked in R&D. Investment came for quick hit tech that could be patented and then exploited, but it dried up for other areas. App for that, hell yes, but a more efficient, cleaner jet engine required a long term deal with GE and United to test fly an algae based fuel, and that work progresses slowly with a very low budget.

Where does this fit with national strategy? The lists are long and storied, but with out ARPA/DARPA funding 'the internet', BSG might be a dial up message board, and the internet is, of course a who lot more now that IOT drive telco, etc. GPS, same same. These investments today are rare. Sure goofy things got funded (mood sensing walls for offices went no where, and is still one of the strangest things I recall - I assume it was more about sensor development to detect stresses in a high stress arena like space), but there were unexpected breakthroughs. Clearly I am a firm believer in Federal Support for Research and Development, especially if it is a public/private partnership where the Government make the agreement iron clad (i.e., avoiding scenarios where the government funds, then fails to meet its obligation creating a scenario where the government then pays full price to purchase the results of the research it primarily funded).
