i've heard of it being done before. if it's summer, and something in the fridge or freezer is bad (and non-compostable) I wait until trash morning to take it out of the cold and put it out with the trash.

I think I mentioned it here before but yeah if I have shrimp shells or some other fishy item I'll put it in a plastic bag and freeze it until it's trash day. However what you're describing sounds very odd.
